TOYS are an important product for children's consumption. Because of their skin sensitivity and lack of awareness, children are prone to accidental injuries when using toys. In order to protect the safety and quality of children's toys and protect children's personal health and safety, the National Standards Committee revised GB6675-2003 "National Toy Safety Technical Specifications" to form the national standard 1-4 of GB6675-2014 "Toy Safety". It will be enforced on January 1, 2016.

Children's toys limit six plasticizer levels

Recently, the new version of the "Toy Safety" series of national standards has been introduced. The new standard has added requirements for six plasticizers. The limit value is equivalent to the current EU regulations. The new standard is scheduled to be implemented on June 1, 2016. According to industry insiders, the new national standard imposes strict restrictions on six plasticizers, which is a kind of protection for children's safety.

Plasticizer should be within the limits

The reporter learned that the new version of the "Toy Safety" series of national standards has increased the requirements for six plasticizers DBP, BBP, DEHP, DNOP, DINP, DIDP, and the limit value is equivalent to the current EU regulations. In all products, including those that can be placed in the inlet, the total content of the first three plasticizers is 0.1%. In the products that can be placed in the inlet, the total content of the latter three plasticizers is 0.1%.

Plasticizer is a kind of plastic additive widely used in plastic products, mainly used in the production of plastic products such as PVC. In drinking water pipes, medical products (infusion bags, infusion tubes, medical packaging, etc.), food packaging (preservative film, storage bags, gaskets, etc.), children's toys (including entrance toys, inflatable toys), stationery (zipper transparent) Among the raw materials such as file bags, plastic skipping ropes, plasticines, and swimming rings, plasticizers are indispensable, so their safety is of paramount importance to people.

According to industry insiders, these plasticizers (phthalates) are widely used in plastic toys, food packaging bags, textiles and cosmetics due to their good performance and low cost. However, studies have shown that phthalates have hormone-like endocrine disrupting properties that affect human health, especially for children with low resistance. Huang Liina, deputy director of the Toys Laboratory of Guangdong Inspection and Quarantine Technology Center, said that the plasticizer of phthalate is a widely used plasticizer. The new national standard has strict restrictions on six plasticizers. This is a protection for child safety.

Some experts said that not every toy contains plasticizer. Generally speaking, some toys with softer appearance are made of plastic, and such toys may contain plasticizer.

What kind of damage will the plasticizer in the toy cause to children? In this regard, Hao Fengtong, chief physician of the Department of Occupational Diseases and Poisoning Medicine, Beijing Chaoyang Hospital, said: "Now medical research has found that, in a sense, exposure to high doses of plasticizers may lead to an increase in cancer rates in experimental animals."

New toy regulations are in line with EU standards

It is understood that the 2003 edition of the National Toy Safety Technical Specification is the most basic and important national standard for toys. The revised new standard is more comprehensive and strict for children. Among them, the new version of the "Toy Safety" series of national standards with safety as the core goal, expand the scope of application of the standard, the standard is applicable to toys or materials designed or used for children under the age of 14 to play, also suitable for not specifically designed for play, However, it has a play function for children under the age of 14. The new standard lists six plasticizers, such as dibutyl phthalate (DBP), as restricted substances, with the same requirements as the EU.

The reporter learned that the EU officially decided in 1999 to strictly limit the content of phthalates in children who are under 3 years of age and used in children's products in the EU member states. Subsequently, the US Environmental Protection Agency began to restrict the use of phthalate plasticizers in industries with high environmental requirements such as toys, children's products, medical products, and food packaging materials. Among them, DEHP, DBP and BBP plasticizers have been banned from being added to toys; the disabling scope of DINP, DIDP and DNOP plasticizers has been extended to toys that may be placed in children under 3 years old and under 3 years old. And plastics for children's products, while DEHP is limited to use in high-water food packaging, meat packaging must be replaced with other non-toxic plasticizer products. More and more countries are currently limiting the amount of phthalates used in toys when setting standards.

According to industry insiders, the new standard is based on China's national conditions, with reference to the international standard ISO8124 "Toy Safety", and draws on relevant EU directives and standards. The main technical indicators are consistent with international standards.

Children's toys strictly control the sound decibel value

Although sound toys are very popular among children, toys with loud decibels can cause damage to children's hearing. The new version of the "Toy Safety" series of national standards lists the sound requirements as mandatory, which will further protect children's hearing.

Limiting sound decibels to children's safety

It is understood that GB6675.2-2014 "Toy Safety Part 2: Mechanical and Physical Properties" lists the sound requirements as mandatory requirements and strictly limits some of the limits, such as the A-weighting equivalent of continuous sound produced by near-ear toys. Sound pressure level LpAeq should not exceed 65 decibels.

Some acoustic and electrical toys may have sounds that exceed the hearing tolerance of young children and may cause noise damage. Therefore, when buying a sounding toy, you should try to make sure that when the child puts the toy on his ear, the sound will not damage the child's hearing. Avoid any toys that emit a continuous, loud, pure tone that can damage your hearing. Teach your child not to bring the sounding toy close to the ear. Toy guns (which many parents usually avoid) can cause hearing damage even when used properly. "The normal hearing comfort rate of a person is about 50~60 decibels, but if it exceeds 85 decibels, it has been reported that it has been damaged by hearing. When the child is born, his cochlear structure is basically similar to that of an adult, but The development of his cortex in the nerve center is about the same as that of an adult until he is about 10 years old. Therefore, he is still a developmental process from birth to 10 years old. If it is stimulated by a relatively loud sound during this period, it may cause damage. Liu Mo, an otolaryngologist at Beijing Chaoyang Hospital, said.

According to media reports, relevant researchers said that sounds below 40 decibels have no adverse effects on children; more than 70 decibels of noise can cause damage to children's auditory system; when 80 decibels are reached, children will feel uncomfortable and dizzy , tinnitus, emotional stress, memory loss and other symptoms. After long-term noise stimulation, children become prone to excitement, lack of tolerance, lack of sleep, and lack of concentration. Therefore, when choosing a toy for your child, be sure to keep the sound of the toy below 70 decibels.

Some medical experts recommend that parents need to try before buying children's vocal toys to ensure that when the child puts the toy on his ear, the sound will not damage the child's hearing. Avoid any toys that emit a continuous, loud, pure tone that can damage your hearing. Teach your child not to bring the sounding toy close to the ear. Toy guns (which many parents usually avoid) can cause hearing damage even when used properly.

Unqualified sound toys flood the market

Whether it is a shopping mall, a wholesale market, or a street stall, you can find sound toys that do not meet the new standards. These toys are especially popular with children. “My children especially like this kind of toy with sound. At present, most of the toys in the house are toys with lights and sounds.” Ms. Wang, who is shopping for children’s toys in the mall, said that when she was shopping for toys, It is considered whether the child likes it or not, but has not thought that the sound of decibels will cause damage to the child's hearing. "This kind of voice is a bit harsh, but the child likes it very much, and doesn't feel the sound. As a parent, we will control the time when our child plays this sound toy, and avoid the impact of excessive sound on the child's hearing." Parents of the children said. "Sounds, rattles, electric pistols, and other toys with sound are particularly popular. Many children stop in front of these toys. They like it very much. They clamor for parents to buy. These sound toys are sold in our counters. Good products, the annual sales volume is very high, and our counters have a more entertaining style of toys." A salesperson of a toy counter in a shopping mall in Beijing said.

According to industry insiders, there are many toys on the market that do not meet the new standards. Some of the hitting toys sound close to 130 decibels, which can cause serious damage to children's hearing. After the country introduces new toy standards, the sound decibel of the toy will be limited and the safety of the toy will be higher.

Toys have new requirements for magnetic components

The new "Toy Safety" series of national standards has new requirements for toys with magnetic components, and the introduction of the track volume limit index, more comprehensively improve the safety of children's toys.
